In the middle of the 19th century, many Europeans mistrusted the international order created in the wake of the Napoleonic Wars. The assertive and arguably illegal policies of the great powers made a considerable number of people believe that the world was dominated by the raw strength of material power, rather than by law. This conviction caused questions of security, justice, and law to become increasingly salient. In particular, the war-scare provoked by the Rhine Crisis of 1840 convinced a considerable number of Europeans that the existing peace was fragile. Across the continent, members of the upper and middle classes argued about the best means towards long-lasting peace in the family of European states. Italian and German nationalists sought to introduce a new law of nations, fairer and more just than the one they saw practiced in their day. Improved international law would herald the dawn of a new Europe, one in which international disputes would be amicably solved by the representatives of free nations. This paper reveals the main currents of this important, yet hitherto academically neglected, contemporary transnational debate. law; security; peace; geopolitics; nationalism
